1. There is much in Mr. Wade's opinion regarding "the danger in China of furnishing a precedent for departure from the Treaty." But as Kiung Chow would practically be of little rise, it would, in my opinion, be preferable to press for the opening of Pakhoi, about which I should expect no great difficulty, seeing that the Chinese Government in vide Blue Book of 1868 offered no objection to the proposal in Revision of Treaty of Tientsin in 1871. (Juges 212 + 213).
